The multicultural model functions with a structure of government that has semi-autonomous (independent) nations operating within a central union.
The Multinational Model in Canada
The strength of the individual nations in Canada have distinct and strong regional diversity. Which suggests that Canada is moving toward a multi nationalistic approach in it's governance. The overall structure of Canada's government closely resembles the multinational model. This is seen in the divisions of governments. Canada has a federal government that holds parliamentary powers effective and important to the nation as a whole. In addition, there are provincial and territorial governments that have legislative assemblies. This division of government is primarily responsible for regional concerns. The Canadian federal system was deemed the system that could best serve society. Especially because of the distinct Canadian groups, French and English. As time progressed, the concentrated power in Ottawa has diffused across provinces and territories.
Multinational Model: The Pro's
- A multinational model of government supports the pursuit of gaining rights to self-determination and self-government.
- Power is diffused, instead of having one centralized power controlling everything. One centralized power has the potential to lead to dictatorship.
- More diversity in government-related decisions
- Governments that are closely tied to the citizens, for instance, provincial governments, can act more on the interests of the citizens. The government is dealing with a smaller population of people than the governments that operate the whole nation, for example, federal governments.
Multinational Model: The Con's
- Inequalities between different states or independent nations can potentially arise, for instance, one nation could be spending most of their funds on health care programs, and not enough on education.
- It can lead to making nationalist policies ineffective. Independent nation have the ability to oppose nationalist policies by challenging them at court. Which creates a blockage.
